This blog has been created to explain several things including electronic harassment and the danger of microwaves. If you've read my first blog http://saveacab.blogspot.com then you know it's all about the content, not the way it's put together. Although most cases of electronic harassment aren't nearly as bad as what I've had to deal with [some cases are way worse of course], it is important for people to know how widespread it is and it's happening to millions of people worldwide. A lot of people don't take this horrific abuse serious enough which is dangerous and there's just too much evidence that proves it in every way. It's been thoroughly documented for well over a half a century by many scientists, doctor's, physicists, etc. from all over the world and there's no possible way to debunk it. Video number six http://www.youtube.com/watch?v=b18o_sYllTw list=PLJVlCNDmcxZ04FDsklQapNVlxcVQ6pLrf&index=6 shows an incident where I had an unregistered Sim card that came with a prepaid phone I purchased  from Walmart  and it had the phone number of a local biomedical engineer by the name of Jim Hickman which had voice messages that are clearly for him from several different places including one from a guy by the name of Danny who works at a place in Oklahoma City that provides nitrous oxide to the hospital, another from a guy from South Carolina wanting to confirm Jim's appearance on his talk radio show. Not only has Jim worked as a biomedical engineer at the local hospital here for over 20 years, but he's also written several books about UFOs that appear to be ate up with hoaxes [Google "Jim Hickman UFO's Elk City, Oklahoma and you'll see plenty"]  
 
This story is about what happened in April 2008 when I had Jim Hickman's phone number on an unregistered Sim card and it's as strange as anything I can prove out of my entire ordeal. Up until his recent retirement earlier this year Jim worked on the radiology equipment at the local hospital for quite a few years and he probably learned what he knows in the Air Force.

Jim has written several books and he claims to be an expert on UFO's. The Hickman Report is just one of his websites and he may have actually climbed off a UFO when he came to Elk City, lol. Since the beginning of 2007 I've had an incredible amount of trouble with my phone services including a land line and every time I ported one of my numbers to another carrier some kind of twilight zone style problem would occur.

I had to wait on a Sim card to be mailed to me on several occasions and things have been so unbelievably pathetic. The first time I had to wait on a Sim card to come in the mail was in 2007 and it came from a logistics center in Medley, Florida. The Sim card I received in April 2008 came from a place in Wilmington, Ohio by the name of Airborne Logistics and I wish I could find out more about this place. 


When it first happened in 2007 I had purchased a prepaid Net 10 phone from Walmart and I called their customer service to port my 580-225-TAXI number over. When I gave the person my information the Sim card got damaged because of something the person on the phone had done. I was told that I was going to have to wait for them to send me a new Sim card by mail, but I told the person that I couldn't wait since it was my business phone. So much blatant disregard was show every step of the way and I should've got what I paid good money for instead of so many head games.

I told the representative that I needed to speak to a supervisor and when one came on the line I went over what had just happened. I then told him I was going to buy another phone at Walmart so I could get my number activated immediately and he told me that in order to keep the Sim card from getting damaged again that I needed to make it clear to the customer service agent that I was porting a number in from Sprint. I was as nice as I could stand to be and I went for another phone that I had to literally scrape up enough money to buy.


After I called back with the phone I made it crystal clear that I was porting my 580-225-TAXI number in from Sprint and the representative acted like he had never even heard of Sprint before. I thought that was a little much to swallow, but I've seen it all so I proceeded with the port. A few minutes later the same thing happened to the Sim card again and I have no doubt that it was absolutely intentional. He told me that I would have to wait on a new one to come in the mail and I was stunned. Either I was dealing with an agency that was hijacking me like a serial stalker and impersonating phone companies or there's people inside these companies who do this nonsense or both.

About nine months after this was when I got Jim's number on a new unregistered Sim card that had came with a prepaid phone I bought at Walmart and I figured I had to keep switching phone companies since my phones were so tampered with that I couldn't get my phone calls. Once again I was porting the 580-225-TAXI number over and instead of damaging the Sim card this time when I called in to activate the phone I was told right then that a Sim card had to be mailed to me. I asked why I couldn't use the Sim card that came with the phone, but I never could get a reasonable answer. 


I've always wondered why they wouldn't let me transfer my existing phone number to these phones and I know many people that have without having to wait for a Sim card in the mail. What a violation of my civil liberties and it's intriguing how they would go this far to control my phones. There wasn't a day that went by for several years where I didn't have something extraordinary wrong with at least one of my phones and there's no way they needed to do all this to simply monitor my phones. I really thought I'd find a phone expert by now to examine all this so I could find out exactly what they were doing, but no such luck yet.
 When the Sim card arrived in the mail from Wilmington Ohio about a week later I put it in the phone and activated it. I could make and receive phone calls correctly or so it seemed, but I was very aggravated when I noticed the phone didn't even have the option for voice mail like so many of the phones I had been through. I decided to put the Sim card in that came with the phone when I bought it and as soon as I turned the phone on it alerted me that I had messages.

There were 4 voice messages and several text messages. I decided to call my 580-821-2222 phone to see what number came up and I'm glad I had a video camera rolling while I was doing this. When the call came in it was from the phone number 580-243-9869 and I returned the call to make sure it connected to that number. Also it was strange how this phone had free text messaging and nothing is free with Tracfone. I guess Jim was subscribed to Fox News with this number and I was receiving a lot of text messages that were late breaking news alerts.


I finally found a phone number for Jim in a 2003 phone book and it listed his address in Elk City off of 7th Street. I called the number listed, but there was no answer so I drove there. No one came to the door after I knocked and I came back to try again several times with the same result. I called a friend that knows a lot of people around here and he said that Jim worked at the hospital and he said he had also written books on UFO's. 

I called the hospital to try to get in touch with him and I left messages time after time. I even left him a hand written message at the main desk with my phone number and address on it. After many dozens of attempts to call him and after leaving countless messages on his voice mailbox at the hospital, I still haven't talked to him one time. I've made at least a half a dozen trips to the hospital to find him, but it seems like I just miss him every time conveniently.

I'm certain he's intentionally avoided me and it seems ridiculous to not at least say something even if it's just a simple lie. I'm glad I recorded all this on video and I'd like to get someone that knows about this kind of stuff to examine it if at all possible. I have a little theory about why they used Jim's phone number when they were bypassing my Sim card which they've done for years. I think Jim is hooked in because the federal boys need his knowledge about x-ray equipment and they use it in their games when their jacking with people. Also I find it fascinating that Jim Hickman, according to what he says on his website, has been allowed to see the alien bodies at Roswell and very few people are allowed to do that. 

Certain equipment allows someone to see right through the walls of your home and another device called an Eagle is used to listen from a long distance. I believe they were using this stuff because they felt as if  I was finding out too much too fast. It seems as if they were also wanting to test out their toys and I'm sure they got a lot of high tech devices after 9/11. Microwave weapons are another possibility and I'll get into that at another time. With Jim being a technician that works on radiology equipment it points to him possibly using DEW [direct energy weapons] to target people and it's scary since it's deadly.

Around ten years ago some guy out of Lawton Oklahoma made a fool of our local so called expert on UFO's by exposing him as a fake. I found the 30 second radio clip on this site to be a little entertaining and the guy should've waited until Jim was on the air before he asked the questions so he could've achieved the maximum effect. At the end of this page the guy that put it together talks about some threats that were made and some other kinds of harassment that him and his daughter were subjected to in retaliation for proving the picture was a hoax, etc. 

There's no doubt in my mind that Jim has some heavy ties to something very evil and I have a feeling it doesn't have much to do with investigating flying saucers. I challenge anyone to provide a reasonable explanation for how this could happen to my phones without the help of some heavy duty game players and over the last six years I've endured every kind of phone harassment imaginable not to mention all the other terrorism. http://ufohoax.tripod.com


I've decided to put a bunch of information together from a variety of people who are either investigating this torture,  have researched it , or who are fighting this terrorism. I believe it's one of the biggest threats to the human race and we must do more to slow it down for the sake of our children.. I'm going to post part of what John saying in this video and it's from a little over nine minutes into it until a little over 13 minutes. He's on the video for over an hour and it's an interesting view.

ELECTRONIC HARASSMENT: Dr. John Hall is medical doctor in San Antonio, Texas and the author of a book called "A New Breed: Satellite Terrorism in America". He's a board certified diplomat of the American Board of Anesthesiology and a member of the American Academy of. Pain Medicine. He's an active member of the Mind Science Foundation which is truly dedicated to the study of human consciousness and he also sits on the medical committee for the human rights organization Freedom From Covert Harassment and Surveillance..

John says: "Some of the new releases that's coming out about the NSA have propelled the conspiracy theorist websites more into conspiracy facts and a lot of what the conspiracy theory sites show are a lot closer to the truth, far closer, than what the major media has been telling us. When I wrote my book in 2006, which was released in 2008, there was not a whole lot out about it, quite a bit, but not anything real reliable which is the reason I chose to write the book. The book is about a female victim that I worked with who was being victimized by a former FBI agent who has access to this type of electromagnetic technology to do this. Basically I saw her attempts and my own attempts to get help for her through law enforcement fail so I decided after hearing complaints from other people and seeing how prevalent this crime was nationwide and worldwide to at least write the story down so nonbelievers or people that aren't being victimized this way could read it and hopefully if it happened to someone they knew or someone they love, they could see that it is real.

Then actually after writing the book I had a lot of people contact me saying "you know it happened to my son or my daughter or my significant other and they claimed this was happening. We took them to psychiatrists and they couldn't help them, law enforcement couldn't help them, we didn't understand what was happening, but now we do".  If one person had contacted me telling me that, then the book would've been worth it, but it was literally thousands."

Confusion weaponry is using frequencies that mess up the thinking system and there were different devices developed that were neuro simulator's from a distance. In the very beginning they were developing devices that were implanted into someones head then later on it became remote control.and now it's basically done on a quantum level. It's just basically impulses that are sent to the body that cause that person to go into some confusion state.


The term Confusion Weaponry originally came from Dr. Ross Adey formerly of the Brain Research Center at the University of Southern California and he worked at. Melinda and worked on the Pandora project which is part of that stuff where the Soviets were bombarding us and his definition was specific behavior modification of electromagnetic means and the chemical part of it causes a calcium efflux and this is usually from the microwave side of it and when this calcium efflux happens it throws out the blood pressure rate, remember calcium ions are necessary to make the heart beat through the atrium's of the heart and if you interfere with that you start getting lack of oxygen in the brain so the blood pressure starts to go up or down and that causes a panic attack.

This is going back to the 60's then in the 80's Dr. Adey demonstrated how a 147 megahertz field with a power level of just plain .8 milliwatt's per square centimeter causes this calcium efflux and them they used. 147 megahertz. carrier and they modulate it down to 6 to 20 Hz which is ELF. The heart beats around 8.1 or 8.2 Hz so it very easy to overpower the human body, it only generates about 20 millivolts and the brain sending it down to the central nervous system then it has to be distributed through all the electrical factions of the body which is everything so it doesn't take much with a small millimeter beam to interfere with that delicate process of the human being and because when you go to that millimeter wavelength stuff which is considered between 30 and 300.Gigahertz that makes it pencil beam like laser like technology that once a person is zeroed in on by all the voice and speech patterns and listening to them on the computer and the phone it's no problem to zero in with two pencil beams on that person and do all kinds of destructive things including introducing an audio component between the two small millimeter wavelength beams to make voices in their head"...

SYMPTOMS OF ELECTRONIC HARASSMENT:
1st Stage Signs: Both adults and children should attempt to carefully sense whether they feel a shock or see lights as they drift off to sleep. Due to the difficulty of remembering such occurrences while drifting off to sleep or while waking up it is recommended that a sheet of paper and pencil be held in the hand so a mark can be made when such instances occur. Accompanying activity of sabotage of business and/or personal life, strange people in area, strange reactions from people, items moved or missing in home. Unaccountable increase in heart rate. nervousness. irritability. aggravated reactions. erection dysfunction. compressed vertebrae upon waking. sensitivity to sound. depression. minor spasms and charlie horses. inability to concentrate. loss of memory. night sweats. sensitivity of ear to the touch. upon waking finding that the muscles of the back are tingling as if electrified. ringing in one or both ears and or hearing tone bursts (Tinnitus). A directed-energy weapon emits energy in an aimed direction without the means of a projectile. It transfers energy to a target for a desired effect. Intended effects on humans may be non-lethal or lethal. These effects have been categorized as physical, physiological and psychological. DEW's are used on people who are the targets of operations such as Information Operations by countries including the UK and the USA. Info Ops are stated to be used by militaries domestically as well as abroad.

The technology has been available for several decades in the United States Department of Energy National Laboratories, NATO, Russian Armed Forces, and Czech Ministry of Defence.

The energy can come in various forms: Electromagnetic radiation, including radio frequency, microwave, lasers and masers. Particles with mass, in particle-beam weapons (technically a form of micro-projectile weapon). Sound, in sonic weapons

Examples of DEW's

DEW's tend to be categorised by the frequency in which they operate such as RF (for radio frequency) and Laser, or the way in which they operate.

Radio frequency

RF Weapons are commonly used in Info Ops along with acoustic weapons although the extent and capability of the systems used is not made public.

Microwave Weapons

Although some devices are labelled as Microwave Weapons; the microwave range is commonly defined as being between 300Mhz and 300Ghz which is within the RF range. Some examples of weapons which have been publicized by the military are as follows follow:

Active Denial System is a millimeter wave source that heats the water in the target's skin and thus causes incapacitating pain. It is being used by the U.S. Air Force Research Laboratory and Raytheon for riot-control duty. Though intended to cause severe pain while leaving no lasting damage, some concern has been voiced as to whether the system could cause irreversible damage to the eyes. There has yet to be testing for long-term side effects of exposure to the microwave beam. It can also destroy unshielded electronics: see TEMPEST (research into unintended electronic release of information). The device comes in various sizes including attached to a humvee.

Vigilant Eagle is an airport defense system that directs high-frequency microwaves towards any projectile that is fired at an aircraft. The system consists of a missile--detecting and tracking subsystem (MDT), a command and control system, and a scanning array. The MDT is a fixed grid of passive infrared (IR) cameras. The command and control system determines the missile launch point. The scanning array projects microwaves that disrupt the surface-to-air missile's guidance system, deflecting it from the aircraft.

Bofors HPM Blackout is a high-powered microwave weapon system which is stated to be able to destroy at distance a wide variety of commercial off-the-shelf (COTS) electronic equipment. It is stated to be not lethal to humans.

General information on lasers

Lasers are often used for sighting, ranging and targeting for guns; but the laser beam is not the source of the weapon's firepower.

Laser weapons usually generate brief high-energy pulses. A one megajoule laser pulse delivers roughly the same energy as 200 grams of high explosive, and has the same basic effect on a target. The primary damage mechanism is mechanical shear, caused by reaction when the surface of the target is explosively evaporated.

Most existing weaponized lasers are gas dynamic lasers. Fuel, or a powerful turbine, pushes the lasing media through a circuit or series of orifices. The high-pressures and heating cause the medium to form a plasma and lase. A major difficulty with these systems is preserving the high-precision mirrors and windows of the laser resonating cavity. Most systems use a low-powered "oscillator" laser to generate a coherent wave, and then amplify it. Some experimental laser amplifiers do not use windows or mirrors, but have open orifices, which cannot be destroyed by high energies.

Some lasers are used as non-lethal weapons, such as dazzlers which are designed to temporarily blind or distract people or sensors.

Electrolaser

An electrolaser lets blooming occur, and then sends a powerful electric current down the conducting ionized track of plasma so formed, somewhat like lightning. It functions as a giant high energy long-distance version of the Taser or stun gun.

Pulsed Energy Projectile

Pulsed Energy Projectile or PEP systems emit an infrared laser pulse which creates rapidly expanding plasma at the target. The resulting sound, shock and electromagnetic waves stun the target and cause pain and temporary paralysis. The weapon is under development and is intended as a non-lethal weapon in crowd control.

The Active Denial System (ADS) is a non-lethal, directed-energy weapon developed by the U.S. military,[1] designed for area denial, perimeter security and crowd control.[2] Informally, the weapon is also called the heat ray[3] since it works by heating the surface of targets, such as the skin of targeted human subjects. Raytheon is currently marketing a reduced-range version of this technology.[4] The ADS was deployed in 2010 with the United States military in the Afghanistan War, but was withdrawn without seeing combat.[5] On August 20, 2010, the Los Angeles Sheriff's Department announced its intent to use this technology on prisoners in the Pitchess Detention Center in Los Angeles, stating its intent to use it in "operational evaluation" in situations such as breaking up prisoner fights.[6] The ADS is currently only a vehicle-mounted weapon, though U.S. Marines and police are both working on portable versions.[7] ADS was developed under the sponsorship of the DoD Non-Lethal Weapons Program with the Air Force Research Laboratory as the lead agency.[8][9] There are reports that Russia is developing its own version of the Active Denial System.[10]


Effects

The ADS works by firing a high-powered beam of 95 GHz extremely high frequency waves at a target, which corresponds to a wavelength of 3.2 mm.[11] The ADS millimeter wave energy works on a similar principle as a microwave oven, exciting the water and fat molecules in the skin, and instantly heating them via dielectric heating. One significant difference is that a microwave oven uses the much lower frequency (and longer wavelength) of 2.45 GHz. The short millimeter waves used in ADS only penetrate the top layers of skin, with most of the energy being absorbed within 0.4 mm (1/64"),[12] whereas microwaves will penetrate into human tissue about 17mm (0.67").[13]
The ADSʼs repel effect in humans occurs at slightly higher than 44°C (111°F), though first-degree burns occur at about 51°C (124°F), and second-degree burns occur at about 58°C (136°F).[14] In testing, pea-sized blisters have been observed in less than 0.1% of ADS exposures, indicating that second degree surface burns have been caused by the device.[14] The radiation burns caused are similar to microwave burns, but only on the skin surface due to the decreased penetration of shorter millimeter waves. The surface temperature of a target will continue to rise so long as the beam is applied, at a rate dictated by the target's material and distance from the transmitter, along with the beam's frequency and power level set by the operator. Most human test subjects reached their pain threshold within 3 seconds, and none could endure more than 5 seconds.[15]
A spokesman for the Air Force Research Laboratory described his experience as a test subject for the system:
"For the first millisecond, it just felt like the skin was warming up. Then it got warmer and warmer and you felt like it was on fire.... As soon as you're away from that beam your skin returns to normal and there is no pain."
Like all focused energy, the beam will irradiate all matter in the targeted area, including everything beyond/behind it that is not shielded, with no possible discrimination between individuals, objects or materials. Anyone incapable of leaving the target area (e.g., physically handicapped, infants, incapacitated, trapped, etc) would continue to receive radiation until the operator turned off the beam. Reflective materials such as aluminium cooking foil should reflect this radiation and could be used to make clothing that would be protective against this radiation.[16]
Many human tests have been performed[17] on over 700 volunteers and including over 10,000 exposures by ADS.[15]Penn State Human Effects Advisory Panel (HEAP) concluded that ADS is a non-lethal weapon that has a high probability of effectiveness with a low probability of injury[14]
  • no significant effects for wearers of contact lenses or other eyewear (including night vision goggles)
  • normal skin applications, such as cosmetics, have little effect on ADSʼs interaction with skin
  • no age-related differences in response to ADS exposures
  • no effect on the male reproduction system
  • the limit of damage was the occurrence of pea-sized blisters in less than 0.1% of the exposures (6 of 10,000 exposures).[15]
In April 2007, one airman in an ADS test was overdosed and received second-degree burns on both legs, and was treated in a hospital for two days.[16][18] There was also one laboratory accident in 1999 that resulted in a small second-degree burn.[15]

Possible long-term effects

Many possible long-term effects have been studied, with the conclusion that no long-term effects are likely at the exposure levels studied.[12] However, overexposures of either operators or targets may cause long-term damage including cancer. According to an official military assessment, "In the event of an overexposure to a power density sufficient to produce thermal injury, there is an extremely low probability that scars derived from such injury might later become cancerous. Proper wound management further decreases this probability, as well as the probability of hypertrophic scarring or keloid formation."[19]
  • Cancer: A mouse cancer study was performed at two energy levels and exposures with a 94 GHz transmitter: a single 10 second, 1 W/cm exposure; and repeated 10 second exposures over 2 week period at 333 mW/cm. At both energy levels, no increase in skin cancers were observed.[20] No studies of higher energy levels, or longer exposure times have been performed on millimeter wave systems.
  • Cornea damage: tests on non-human primate eyes have observed no short-term or long-term damage as the blink reflex protects the eye from damage within 0.25s.[21]
  • Birth defects: millimeter waves only penetrate 0.4mm (1/64") into the skin, making direct damage to the testes or ovaries impossible.
  • Blisters and scarring: pea-sized blistering due to second degree burns occurred in a very small minority (less than 0.1%) of tested exposures, which have a remote potential for scarring.
ADS operators would be exposed to more than the standard maximum permissible exposure (MPE) limits for RF energy, and military use requires an exception to these exposure limits.[22]

History

Development

Two Active Denial Systems were developed under a Defense Department "Advanced Concept Technology Demonstration" Program (now known as Joint Concept Technology Demonstration Program) from 2002 to 2007. Unlike typical weapons development programs in the Defense Department, ACTDs/JCTDs are not focused on optimizing the technology; rather they are focused on rapidly assembling the technology in a configuration suitable for user evaluation.[23]

Contracts

On September 22, 2004, Raytheon was granted an FCC license to demonstrate the technology to "law enforcement, military and security organizations."[24]
On October 4, 2004, the United States Department of Defense published the following contract information:
Communications and Power Industries (CPI), Palto Alto [sic], Calif., is being awarded a $6,377,762 costs-reimbursement, cost-plus fixed-price contract. The contractor shall design, build, test, and deliver a two to 2.5 megawatt, high efficiency, continuous wave (CW) 95 gigahertz millimeter wave source system. The contractor shall perform extensive modeling, simulation, experiments, and testing to the maximum capabilities of their facilities (which shall no less than one megawatt peak RF output) that will ascertain the final CW capabilities of the source. The contractor also shall provide input for the requirements for the government's test stand, which will serve as a full power facility in the future. At this time, $900,000 of the funds has been obliged. This work will be complete by January 2009. Negotiations were completed September 2004. The Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, is the contracting activity (FA9451-04-C-0298).[25]

Demonstration

The military has made the ADS available to the media for demonstrations on a number of occasions. A fully operational and mounted version of the system was demonstrated on January 24, 2007, at Moody Air Force Base, Georgia, United States. A Reuters correspondent who volunteered to be shot with the beam during the demonstration described it as "similar to a blast from a very hot oven – too painful to bear without diving for cover."[26] An Associated Press reporter who volunteered to be engaged stated "They certainly convinced me that the system could help save the lives of innocent civilians and our young service members"[27] CBS News correspondent did an in-depth story on ADS in March 2008.[28] A demonstration was conducted for the media on March 9, 2012, at Marine Corps Base Quantico, Virginia.[29][30]

Afghanistan deployment

On June 21, 2010, Lt. Col. John Dorrian, a spokesman for the NATO forces commander Gen. Stanley McChrystal, confirmed in an e-mail to Wired Magazine reporter Noah Shachtman that the ADS was deployed in Afghanistan. The spokesman added however that the system has not yet been used operationally.[26]
The ADS has been removed from service in Afghanistan as of July 25, 2010. A spokesperson for the United States Department of Defense said "The decision to recall the weapons back to the US was made by commanders on the ground in Afghanistan."[31]
A former Principal Deputy Assistant Secretary of Defense noted that the recall of ADS from Afghanistan was an "opportunity missed" and "the non-lethality of the ADS system could prove useful in a counterinsurgency operation where avoidance of civilian casualties is essential to mission success"[32]

Problems

There have been speculations in open literature [33] for why the ADS has not been used in a theater of operations. Some of the 'claimed problems' expressed have included: (1) that a potential unreliablity in certain environmental conditions, because precipitation (rain/snow/fog/mist) often commonly dissipates RF energy, which may moderate the ADS's sensation to "warm and comfortable"; (2) that ADS may only work successfully against exposed skin, implying that heavier clothing may reduce its effectiveness; (Video of ADS being used against people holding up a mattress with multiple layers of thick clothing have proved this wrong) (3) that its tactical usefulness may potentially be limited in striking specific personnel hiding in crowds of civilians, because this 'hiding' situation has not been seen in all recent theaters of operation (was reportedly observed in Somalia and Iraq, but reportedly not Afghanistan). What the actual performance of ADS is relative to these concerns is not presently known to be published in Open Literature.

Active Denial System II

In 2011, the ADS was redesigned to make it smaller, more reliable, and able to be used on the move. ADS II is being designed to operate from moving aircraft, as well as moving ground vehicles. The redesign does not address problems in different environmental conditions.[33]

Concepts for use

ADS was developed as a non-lethal weapon. According to Department of Defense policy, non-lethal weapons “are explicitly designed and primarily employed so as to incapacitate personnel or material, while minimizing fatalities, permanent injury to personnel, and undesired damage to property and the environment".[34] ADS has applications for crowd control and perimeter defense, and filling "the gap between shouting and shooting." Other crowd control methods – including sound cannons Acoustic Hailing Device, tear gas, water cannons, slippery foam and rubber bullets – carry implicit dangers of temporary or permanent injury or accidental death, and often leave residue or residual material. Combinations of acoustic and optical system platforms with ADS can be used to effectively communicate to, warn of escalation of force, introduce optical and auditory deterrents and step function the escalation of transmitted force from relatively benign to ultimately forced dispersal of a crowd, or to deny them from an area or access to an area. A group of people can theoretically be dispersed or induced to leave an area in a manner unlikely to damage personnel, non-involved civilians (no stray bullets), or to nearby buildings or the environment.
Non-lethal weapons are intended to provide options to U.S. troops, for example, “to stop suspicious vehicles without killing the drivers”.[35] Although the ADS millimeter wave frequency does not affect a car’s electronic components, it can be used to deter a driver in an approaching vehicle.[36] In a broader strategic context, non-lethal weapons such as ADS have the potential to offer 'precision, accuracy, and effective duration that can help save military and civilian lives, break the cycle of violence by offering a more graduated response, and even prevent violence from occurring if the opportunity for early or preclusionary engagement arises.”[37]
The Council on Foreign Relations noted that ”wider integration of existing types of nonlethal weapons (NLW) into the U.S. Army and Marine Corps could have helped to reduce the damage done by widespread looting and sabotage after the cessation of major conflict in Iraq”.[38]
In Afghanistan, the need to minimize civilian casualties have led to restrictive rules of engagement on the use of lethal force by US troops. A National Public Radio correspondent in Afghanistan “witnessed troops grappling with the dilemma of whether to shoot”.[39] Non-lethal weapons such as ADS provide an option for US forces in those situations.[29]

Controversy

The effects of this radio frequency on humans have been studied by the military for years, and much, but not all of the research has been published openly in peer-reviewed journals.[40]
A news article criticized the sheer amount of time it is taking to field this system, citing the potential it had to avert a great deal of pain and suffering in volatile areas around the world.[41]
Although the effects are described as simply 'unpleasant', the device has the ‘Potential for Death’.[42]
While it is claimed not to cause burns under 'ordinary use',[43][44] it is also described as being similar to that of an incandescent light bulb being pressed against the skin,[11] which can cause severe burns in just a few seconds. The beam can be focused up to 700 meters away, and is said to penetrate thick clothing although not walls.[45] At 95 GHz, the frequency is much higher than the 2.45 GHz of a microwave oven. This frequency was chosen because it penetrates less than 1/64 of an inch (0.4 mm),[46] which – in most humans, except for eyelids and babies – avoids the second skin layer (the dermis) where critical structures are found such as nerve endings and blood vessels.
The early methodology of testing, in which volunteers were asked to remove glasses, contact lenses and metallic objects that could cause hot spots, raised concerns as to whether the device would remain true to its purpose of non-lethal temporary incapacitation if used in the field where safety precautions would not be taken. However, these tests were early in the program and part of a thorough and methodical process to demonstrate the safety and effectiveness of the technology, which has now involved more than 600 volunteer subjects and some 10,200 exposures. As safety was demonstrated in each step of the process, restrictions were removed, and now, according to ADS proponents, there are no restrictions or precautions necessary for volunteers experiencing the effect.[47] Long-term exposure to the beam may cause more serious damage, especially to sensitive tissues, such as those of the eyes. Two people have received second degree burns after exposure to the device.[44][48] (The actual number of injuries, according to Dr. Stephanie Miller of AFRL/RDHR, is a total of eight – the two previously mentioned, and six others, who healed without medical intervention.)[citation needed]
In addition, some claim that subjects who have body piercings, jewelry, or tattoos are likely to suffer serious skin damage. Tattooed people can become ill due to high amounts of toxic substances released from heated/melted tattoo pigment.[citation needed] Human effects testing on the large-scale version of ADT included more than 11,000 exposures on over 700 volunteers. Both laboratory research and full-scale test results demonstrated that there is only a 0.1% chance of injury from a System 1 or System 2 exposure.[49]
Critics cite that, although the stated intent of the ADS is to be a non-lethal device designed to temporarily incapacitate, modifications or incorrect use by the operator could turn the ADS into a more damaging weapon that could violate international conventions on warfare (although at this time, ADS has gone through numerous treaty compliance reviews and legal reviews by AF/JAO, and in all cases complies with every treaty and law).[50]
Some have focused on the lower threshold of use which may lead those who use them (especially civilian police) to become "trigger-happy", especially in dealing with peaceful protesters. Others have focused on concerns that weapons whose operative principle is that of inflicting pain (though "non-lethal") might be useful for such purposes as torture, as they leave no evidence of use, but undoubtedly have the capacity to inflict horrific pain on a restrained subject. According to Wired Magazine, the Active Denial System has been rejected for fielding in Iraq due to Pentagon fears that it would be regarded as an instrument of torture.[51]

Silent Guardian

Defense contractor Raytheon has developed a smaller version of the ADS, the Silent Guardian. This stripped-down model is primarily marketed for use by law enforcement agencies, the military and other security providers. The system is operated and aimed with a joystick and aiming screen. The device can be used for targets up to 550 m away.[11]
LA County jail is now installing the smaller-sized unit on the ceiling of their jail.[52]
Michael Hanlon – who volunteered to experience its effects – described it as "a bit like touching a red-hot wire, but there is no heat, only the sensation of heat." Raytheon says that pain ceases instantly upon removal of the ray; still, Hanlon reported that the finger he subjected "was tingling hours later."[53]
